President. The president shall:

  • Prepare an agenda for each meeting with the assistance of the secretary
  • Coordinate the work of the officers and committees of the association so the purposes may be promoted
  • Confirm that a quorum is present at all meetings of the association before conducting business
  • Preside at all meetings of the association
  • Call meetings to order on time and proceed with the business
  • Maintain a fair and impartial position at all times
  • Vote when voting is to be by ballot or to make or break a tie
  • Have a copy of the PTA’s current state-approved bylaws at every meeting
  • Prepare the calendar for the year with the executive committee
  • Coordinate the work of the executive committee and chairs so that the goals of the PTA are realized
  • Appoint the chair of each standing committee and special committee, subject to the approval of the executive board, unless otherwise provided in these bylaws
  • Be authorized to sign on bank accounts, unless prohibited by terms of employment
  • Be authorized to sign contracts approved by the executive board
  • Be listed as the principal officer and be authorized to sign tax documents, unless prohibited by terms of employment
  • Confirm that the executive board has reviewed and the membership has adopted the Texas PTA PTA/PTSA Records Retention Policy annually
  • Confirm that all executive board members have signed the BBE PTA Ethics/Conflict of Interest Policy
  • Appoint a member, subject to the approval of the executive board, who is not authorized to sign on the bank account to open, review, initial, and date each bank statement
  • Represent this PTA as a delegate to the Council PTA, if this PTA is in membership with the Council PTA
  • File with the Humble Council of PTAs secretary the names of this PTA’s delegates and alternates by the first regular Humble Council of PTAs meeting and no later than 01 October; a PTA joining the Humble Council of PTAs or making changes after 01 October shall submit any changes in writing prior to any regular meeting in order to be eligible to vote
  • Confirm that executive board members are graduates of the Texas PTA Leader Orientation or have completed the course by 15 October after the election
  • Submit the names and contact information of the officers and chairs to the Texas PTA Office by 01 May or within 30 days after the BBE PTA officer elections are conducted
  • Appoint the financial reconciliation committee, subject to the approval of the executive board
  • Serve as an ex-officio member of all committees, except the nominating, lifetime, and financial reconciliation committees

 

Newly Elected President. Within 30 days after the election meeting, the newly elected president shall call a meeting of the newly elected officers. The newly elected president shall:

  • Act as an aide to the president
  • Preside at all meetings of the PTA when the president is unable to attend
  • Appoint a parliamentarian and historian, subject to the approval of the newly elected officers
  • Appoint standing committee chairs, subject to approval of the newly elected officers
  • Conduct any other business as necessary
  • Attend PTA region and state leadership training workshops
  • Take the role of president at the end of term

 

First Vice President. The first vice president shall:

  • Be in charge of Membership
  • Be authorized to sign on bank accounts, unless prohibited by terms of employment
  • Preside in the absence of the president (in their designated order)

 

Second Vice President. The second vice president shall:

  • Be in charge of Ways & Means
  • Preside in the absence of the president (in their designated order)

 

Third Vice President. The third vice president shall:

  • Be in charge of Programs
  • Preside in the absence of the president (in their designated order)

 

Fourth Vice President. The fourth vice president shall:

  • Be in charge of Communications
  • Preside in the absence of the president (In their designated order)

 

Fifth Vice President. The fifth vice president shall:

  • Be in charge of representing the faculty
  • Preside in the absence of the president (In their designated order)
  • Submit a teacher/staff report to the president at every executive board meeting

 

Secretary. The secretary shall:

  • Record and maintain the minutes of all meetings of the members and the executive board
  • Send, or cause to be sent, notice of meetings of the members and of the executive board
  • Be responsible for correspondence
  • Collect and preserve documents relating to the history of the association
  • Assist the president with preparing the meeting agenda by providing a list of unfinished business
  • Record the attendance at all meetings via a sign-in sheet
  • Present a written report to the association as the official history to be adopted at the annual meeting
  • Have a current copy of the bylaws
  • Confirm the executive board has reviewed and the membership has adopted the Texas PTA Records Retention Policy annually
  • Confirm that all executive board members have signed the Local PTA Ethics/Conflict of Interest Policy
  • Confirm that all executive board members are graduates of Texas PTA Leader Orientation or have completed the course by 15 October after their election or appointment
  • File with the Council PTA secretary the names of this PTA’s delegates or alternates by the first regular Council PTA meeting and no later than 01 Oct. This PTA joining the Council PTA or making changes after 01 October shall submit any changes in writing prior to any regular meeting in order to be eligible to vote
  • Submit the names and contact information of all board members to the Texas PTA Office within 15 days of their election or appointment
  • Maintain the required documents of the association to include: Texas PTA Leader Orientation completion lists, Records Retention Policy, adopted and signed Ethics/Conflict of Interest Policy, membership rosters (not to be released to outside interests), and adopted Plans of Work
  • Not be a signer on the bank account
  • Not be a member of the financial reconciliation committee
  • Not be appointed to be a reviewer of the bank account

 

Treasurer. The treasurer shall:

  • Have custody of all the funds of the association
  • Serve as the chair of the budget and finance committee
  • Present a written and verbal financial report at executive board and association meetings and as requested by the executive board or association
  • Maintain books of account and records, including bank statements, receipts, budgets, invoices, paid receipts, and canceled checks in accordance with the Records Retention Policy
  • Make disbursements in accordance with the budget adopted by the association
  • Be authorized to sign bank accounts
  • Be authorized to sign tax documents, if the president is prohibited by terms of employment
  • Present a preliminary annual report (i.e., budget to actual) at the last association meeting
  • Complete and file all necessary tax documents
  • Present books of account and records to the financial reconciliation committee

 

Parliamentarian. The parliamentarian shall:

  • Advise the presiding officer on questions of parliamentary procedure when asked
  • Vote only when the vote is by ballot
